Just built one. Between 50,000 and 75,000. You need permits, site prep, fill, wire mesh, concrete, covering for the concrete (Tiles or paint, paint is obviously cheaper), nets, posts and final landscaping (Grass, grass mat, trees, bushes, retention walls)

If you are wondering about the price of a steel building, here is some pricing:

http://www.gensteel.com/currentspecials.htm

You could build one that would probably fit for about 50K...
References :
BitterSuite, you forgot to take into consideration the gap between 2 courts... I'm sure that's atleast 10 feet between 2 courts, so you gotta add 30 to the width and another 10-15 ft to the length since the cover needs to extend beyond the baselines also.
References :
This will take a bit of math to puzzle out. A tennis court is 78 feet by 27 feet. I'm assuming these are side by side, which gives you 78 feet by 108 feet. Total area will be 8424 square feet.

So knowing that, you can look into materials.

If you want a permanent building, a simple steel building (like most rec centers) would probably be cheapest. If you need a non-permanent solution then you may just want to build a fence with a tarp covering or invest in a few tents and cover them individually.
References :
yea you can, it is going to feel different then a normal hard court and the speed will be different. It will also probably require more maintenance, becuase it will probably crack faster. but yea i say go for it.
References :
College Tennis Players

You could do it. You should put joints in the concrete at appropriate places to reduce cracking. When finished you could just paint on lines, but you will have a better court if you paint the whole court with tennis court paint. This will also give you a better surface for play.
References :
I think in the old days that is what most tennis courts were made of, but I could be wrong.
Sounds like a good idea to me.
